I thought that goats' tails went up and sheep's tails went down.

At least for most goats and sheep.

And just to be obnoxious and quibble with your post title, it depends on the breed of goat and sheep. In Chinese there is apparently one word that covers both. I know I've seen some creatures at county fairs where I wouldn't have known which to call them if they hadn't had labels on the pens.

Minor point -- Noro is *not* part of this complaint, but the test results happen to include it... and you're right, it's not manufactured in the same place...

... and, remembering that an Adrienne Vittadini and a Jo Sharp yarn were recalled by JCA (and I don't know where they were manufactured, for example if it was the same mill as the Debbie Bliss yarns), it seems there may have been a bit of an epidemic. If this is a problem experienced by more than one distributor, and possibly by more than one mill, could the source of the problem be further upstream -- the cashmere producer or a broker?

This wouldn't change the fact that if the Langley tests are accurate, the yarn was mislabelled, and there were different ways of dealing with it once the distributor learned about it.

I need to come back to read this post when my head isn't so fuzzy due to a cold.

I think I will quietly bow out of the Ravelry thread, if I don't I will soon stop being calm and rational.

I find it interesting that Noro are being dragged into this, both in the complaint and on Ravelry. AFAIK, Noro is merely distributed by KFI(US), Designer Yarns (UK) and others. Am I right in thinking that the spinning takes place in Japan?

I suppose I shouldn't be so surprised at people's abilities to jump to huge conclusions, to ignore facts and to fail to reserve judgement until they have all the facts. It's nothing really new after all but it still saddens me.
